how do you program for Cepstral voices in Visual C#?

I find this Screen Reader.

This software has been done for people with visual troubles

I love it. I want to use Cepstral voices with it but it. can't use Cepstral voices because it use microsoft speech API 4X and I think Cepstral voices use microsoft speech API 5X
