Issue with win2k3

I have installed a voice (Allison) on a Win2k3 server (32bit version). I am using remote desktop to connect and therefore the MS RDP Audio device.
Swifttalker works and sounds fine. The Microsoft SAM voice works fine.
However, whenever I go to the Speech Properties page and try to preview the Allison voice, I get a popup saying:
This voice cannot be played. Please try selecting another voice or selecting a different audio output device.
IIRC, w2k3 comes with SAPI 5.3. I did find one post on the net about the above messaging coming up because of 5.3 lacking spcommon.dll (found here http://support.microsoft.com/kb/942400)
