Permission denied error when access SAPI interfaces from IIS

We work on SAPI5 with Cepstral David voice installed. but we encounter the permission denied problem when we use the SAPI interfaces from ASP page from an anonymous access account (IUSR_). I was wondering whether you give us the direction or a alternative solution to make the text-2-speech to work from the web server (IIS)?
