Cepstral license is used for whole duration of call ?

If an asterisk call duration is 45 minutes and the cepstral voice is used only once say for 2 seconds, is the license in use for whole duration of the call or just for the time the cepstral voice is pronounced? Does the license made available to another call when it is not used?
