Pronunciation of "hour"

I am having a bit of trouble with the word "hour" spoken by the Allison-8kHz voice.

In this phrase:
swift "the hour is now"
the word "hour" is pronounced as expected.

In this phrase:
swift "inches per hour"
the word "hour" is clipped at the beginning causing it sound like "inches per sour"

Inserting a break using ssml tags before "hour" helps, but it is still goofy since the pause introduces blank air.

swift "inches per <break strength='medium' />hour."

Other strengths or timed values are about the same in their affect. Anybody have a suggestion for this?
