MS Speech SDK - voices not playing

I have developers who have use MS Speech SDK - Speech Lib for a website. I purchased Allison & David 8kHz with 4 concurrency licenses, as I will share the voices with a telephony application. My developers are pointing to a voice "index" in windows and it just goes silent. How can I get some guidence, help?
