Quality of voice vs sound card

Does it matter?

I do not think I have good sound card on my server. I don't think there is sound device at all because windows server system tray shows a red cross on the sound icon.

If I put better sound card, will the voice quality get better? Right now voice seems to be very jittery. It is similar to what happens if you shake a child continuously while s/he is speaking.
